It's the Industrial Revolution, so plain, warm, workable clothes are favoured by the lower and middle classes. Wools and heavy-duty cotton in colours that don't show dirt are especially. No women would be wearing pants at this time, and showing ankles would still be considered risque. Little girls will wear stockings (if they can afford them) and shorter dresses, with lots of room to let out as they grown. Boys under about 15 or so would wear knee pants, until they get their first pair of real pants and are officially considered a man, about the time that they'd leave school. Working-class men wear pants and shirts, the stronger the better, while richer men may prefer jackets and ties. When in doubt, refer to American Victorian fashion.
Katreh
Katreh is a desert country, so the most important thing is conserving water. Even on warm days, the natives wear long, flowing robes or gowns, which allow them to stay cool and soak up any extra moisture. The clothes are mostly undyed, which allows greater camouflage, although bright colours are worn for special occasions. Men wear tunics and long pants, with a light over them, while women usually wear floor-length gowns with a similar robe.
